D.

28

Number of ticket of Ann = 2x,
                             Bill = 3x
                             Ken = 4x
Ratio of ticket after a game Ann = 5x,  Bill = 2x,  Ken = 2x
Ticket won by Ann = 5x - 2x = 3x
Ticket lose by Bill = 2x - 3x = -1x
Ticket lose by Ken = 2x - 4x = -2x

Number of tickets won by Ann = 21 which is 7 times the ratio i.e. 3 x 7 = 21
Similarly, Number of tickets lose by Ken  = - 2 x 7 = 14 Ticket.
